When someone commits a horrible crime a way of punishment towards the person who committed the crime is the use of punishment as a threat to prevent others from committing such a crime. In this picture, we see that the strangers walking by are disgusted by what the criminal has done probably having thoughts such as, "Who would do such a thing?" and "She's right, only the devil beats children for fun."
